DESCENTRALIZACIÓN
C.L.A.R.O, es un partido político legalmente constituido y democrático que se formó en 2016, hace casi 15 años como reacción a una autocracia municipal altamente concentrada en la ciudad de Orihuela que ignoraba por completo las necesidades de una población creciente y diversa en Orihuela Costa y se apropiaba injustamente de los impuestos pagados por los residentes de la costa en favor de los intereses de los partidos políticos radicados en Orihuela.
Las diferentes vías para remediar esta injusta situación fueron naturalmente objeto de un serio debate dentro del partido, en sus comienzos. Una reacción intuitiva y comprensible fue abogar por la independencia total de Orihuela habiéndose valorado valorado también la fórmula de la autonomía local (entidad local menor). Pero los órganos directivos de C.L.A.R.O. estaban convencidos de que estas dos soluciones eran esencialmente imposibles de alcanzar debido a restricciones legales y políticas, y también debido a que los partidos de Orihuela que gobiernan el municipio tendrían que aprobar estas iniciativas en el Pleno del Ayuntamiento, siendo inconcebible que alguna vez lo hagan. Fingir lo contrario, como predican algunos movimientos asociativos de La Costa, es manipular y engañar a los vecinos.
En nuestra opinión, estas soluciones no solo son inalcanzables, sino que también entran de lleno en conflicto con un principio fundamental de C.L.A.R.O, a saber, la INTEGRACIÓN. La integración es el único principio posible que sustenta la realidad de la población de Orihuela Costa, tanto española como no española. C.L.A.R.O. acoge con satisfacción el hecho de que con el paso del tiempo y se vaya fortaleciendo la economía de la costa con las oportunidades de empleo que se crearan, la tendencia demográfica estará inequívocamente a favor de una población mayoritaria española en Orihuela Costa. Pero la población seguirá siendo multinacional y el hecho es que todos debemos vivir juntos en armonía.C.L.A.R.O. reconoce que el principio de integración que se aplica a las relaciones entre la población de Orihuela Costa debe aplicarse igualmente a las relaciones entre la costa y el resto de la población del Municipio así como a la estructura política de Orihuela.
Como ilustración del compromiso de C.L.A.R.O con este principio más amplio de integración, desde su formación el partido ha concurrido a dos de las cuatro elecciones locales en coalición electoral con partidos políticos con sede en Orihuela, llegando incluso a incluir en sus listas en 2015, a dos destacadas figuras de la política local de Orihuela y, simbólicamente, cambió legalmente el nombre del Partido de un “ C.L.A.R.O. Partido Político de Orihuela Costa “ hacia un concepto más integrador como es ’’C.L.A.R.O Partido Político.’’
C.L.A.R.O, sin embargo, no apoya el status quo y la actual estructura de gobierno excesivamente centralizada radicada en Orihuela. Desde 2013, después de nuestra primera experiencia de gobierno y la traición perpetrada por su socio de coalición, el Centro Liberal Renovador, (hoy C`s de Orihuela), abogamos por una política de DESCENTRALIZACIÓN.
Por descentralización entendemos una serie de medidas prácticas como la restauración del cargo de Concejal de La Costa y el presupuesto específico que llevaba aparejado este cargo desde varias legislaturas atrás .Pero fundamentalmente también, una parte justa para Orihuela Costa del presupuesto global del municipio correspondiente al montante de lo que los vecinos y comerciantes aportan, alrededor del 50% de los ingresos del municipio mientras reciben una fracción ínfima de este porcentaje en términos de servicios e infraestructuras básicas prestadas por el Ayuntamiento. Creemos que también debería haber un aumento sustancial en recursos humanos en la oficina de Playa Flamenca del Ayuntamiento así como un aumento correspondiente en las competencias del Concejal de Costa y su personal.
CL.A.R.O. considera que una política de descentralización en la estructura política del municipio también reflejaría mejor los intereses del resto del municipio dada su dispersión geográfica y las numerosas pequeñas pedanías que rodean la ciudad. La descentralización es una política realista y pragmática que podría proporcionar el marco para soluciones justas y equitativas a los problemas, no solo de Orihuela Costa sino también del resto del municipio.
C.L.A.R.O. concurrió a las elecciones locales de 2019 en coalición electoral con Cambiemos-Orihuela. Uno de los principios fundamentales de su programa electoral común, fue el compromiso de DESCENTRALIZACIÓN. Al concurrir juntos, nuestros votos en La Costa aumentaron el apoyo a esta formación en comparación con 2015.
Somos pues, optimistas de que la política de descentralización con el tiempo será ampliamente aceptada y será implementada por los futuros gobiernos en beneficio de todo el municipio pero principalmente Orihuela Costa.
DE-CENTRALISATION
C.L.A.R.O., a legally constituted and democratic political party was formed nearly 15 years ago in 2016 as a reaction to a highly centralised municipal authority in Orihuela city which completely ignored the needs of a growing and diverse population in Orihuela Costa and unjustly appropriated the taxes paid by residents of the coast to further the interests of Orihuela based political parties.
Ways of remedying this unjust situation were naturally the subject of serious debate within the party. An understandable, intuitive reaction was to advocate independence from Orihuela or local autonomy (entidad local menor). But the leadership of C.L.A.R.O. became convinced that these solutions were essentially UNOBTAINABLE because of legal and political restraints. The Orihuela based parties which govern the municipality would have to approve of such policies in the plenary of the Town Hall. And it is inconceivable that they would ever do so. To pretend otherwise, as some do, is to deceive the people.
Not only are these solutions unobtainable in our view, they also conflict with a fundamental principle of C.L.A.R.O., namely INTEGRATION. Integration is the only possible principle to underpin the reality of the population of Orihuela Costa which is both Spanish and non-Spanish. C.L.A.R.O. welcomes the fact that with the passage of time and the strength of the economy of the coast and the job opportunities which it creates, the demographic trend is unmistakenly in favour of a Spanish majority population in Orihuela Costa. But the population will remain multi-national and the fact is that we must all live together in harmony.
C.L.A.R.O. recognises that the principle of integration which applies to relations between the population of Orihuela Costa should equally apply to relations between the coast and the rest of the population and the political structure of Orihuela. As an illustration of C.L.A.R.O’s commitment to this broader principle of integration, since its formation the party has contested two of four local elections in electoral coalition with Orihuela based political parties and in a third, in 2015, two prominent political personalities from Orihuela were included in high positions on C.L.A.R.O’s candidate list. C.L.A.R.O also changed the legal name of the party from C.L.A.R.O. party for Orihuela Costa to the more symbolically integration title “C.L.A.R.O. political party”.
C.L.A.R.O does not however support the status quo and the present over-centralised structure of government in Orihuela. Since 2013, after its first experience of government and betrayal by its coalition partner, Centro Liberal Renovador, (today Ciudadanos of Orihuela), we have advocated a policy of DE-CENTRALISATION. By de-centralisation we mean a number of practical measures such as the restoration of the post of Councillor for the Coast which existed during several legislatures and the specific budget which gave substance to this post. But also, and fundamentally, a fair share for Orihuela Costa of the overall budget of the municipality corresponding to the fact that coastal residents and businesses contribute some 50% of the income of the municipality while receiving a fraction of this percentage in terms of basic services and civic facilities provided by the Town Hall. We believe there should also be a substantial increase in the staff in the Playa
Flamenca office of the Town Hall and a corresponding increase in the competences of Councillor for the Coast and his staff.
CL.A.R.O. believes that a policy of de-centralisation of the political structure of the municipality would also better reflect the interests of the rest of the municipality given its geographic dispersion and the numerous villages (pedanias) surrounding the city. De-centralisation is a realistic and pragmatic policy which could provide the framework for fair and equitable solutions to the problems, not only of Orihuela Costa but also the rest of the municipality.
C.L.A.R.O. contested the 2019 local elections in an electoral coalition with Cambiemos-Orihuela. One of the fundamental principles of their common electoral programme was a commitment to DE-CENTRALISATION. Together, our votes increased support for this formation compared to 2015. We are optimistic that the policy of de-centralisation will with time become widely accepted and be implemented by future governments to the benefit of all of the municipality but principally Orihuela Costa.
